According to a study published in June 2017 by the Institut Mines-Télécom with Médiamétrie, 86 percent of French internauts questioned have the feeling of being watched on the internet, and 91 percent of them would like to be able to maintain control over their data. More than half of them say they are “more vigilant” on the internet “compared to years past.” So 61 percent now refuse to share their geolocation, 59 percent erase their navigation history, and just under half modify the privacy parameters of their social media accounts.

In 2016, China already counted 176 million surveillance cameras throughout its territory. It’s an already massive number, but one that is going to grow until 2022 with the goal of deploying 2.76 billion video surveillance devices. An ubiquity of tracing technology will enable the government to monitor the country’s 1.4 billion people.

The cameras will be equipped with facial recognition—as is already the case with the current cameras—which, from a database of digital images, will be capable to automatically identify the people caught on film.

Unlike in the United States, where facial recognition is principally used in airports, this form of technology is far more deeply rooted in Chinese daily life. In fact, facial recognition is already used in the scholastic context to monitor student attendance.

Evidently, we also find these cameras at border checkpoints, namely in airports, as well as on the streets and in public places. From ticket machines to the interior of train stations, hospitals, and even public restrooms, the Chinese are used to seeing their faces scanned and their actions vetted. It’s interesting to think about what the Stasi or the Nazis’ administrative services would have done with such tool.
